A sample question, in the course style
A CFO asks the chief audit executive to lead the design of controls for a new treasury system and, six months later, to give the audit committee an opinion on whether those controls operate effectively. Which response most defensibly protects internal audit's position?
- ADecline the assurance work outright on the basis that having advised on the controls permanently disqualifies internal audit from ever auditing them in future
- BAccept both, but ensure auditors who took no part in designing the controls perform the later assurance, and disclose the earlier involvement to the audit committee
- CAccept both engagements and keep the same team throughout, since the people who designed the controls understand them best and can therefore assure them most efficiently
- DAccept the design work only if management formally takes responsibility for the audit committee opinion, so that internal audit is not accountable for the conclusion reached
Advising on control design is consulting; the later opinion is assurance. The self-review threat to objectivity is managed with safeguards - independent personnel plus disclosure - not by a permanent bar or by delegating the conclusion.
